The Programme prepares people and organizations to adapt to change and to act on opportunities for developing sustainable rural communities and small towns.

From 1985 to 1995 it was funded by the Government of Canada, through CMHC. Since 1995, it has been funded through a variety of project-based funding sources outside the University operating budget, for all operating costs. Funding sources include contracts from all levels of government (through competitive bid RFPs), granting councils, and project-based funding from community organizations.
